Established in 2005 the programme aims to regulate and support home-based businesses for Emirati women entrepreneurs. It also aims to ensure that home businesses operate legally while benefitting from the various incentives.

Mubdia’h Programme Licensing: Who Can Apply?
- The applicant must be a UAE National and be residents of the Emirate of Abu -Dhabi.
- The applicant should be a of minimum 21 years old
- The license shall be restricted to a single activity only.
- A husband's or guardian's approval is required for obtaining the license.
Mubdia’h Licensing issuance
The license shall be obtained from the Department of Planning and Economy in both Abu Dhabi and Al Ain, Al Ain after getting preliminary approval from the Abu Dhabi Businesswomen Council.
